Job Description

Collaboration is central to the Bell Labs research model. Our key collaborations include publicly (government) funded collaboration networks across the globe. S&T Operations is responsible for the external funding pipeline as well as the end-to-end project controlling lifecycle, from internal order creation to cost claim submission.

The focus of this new role in the S&T Operations leadership team is to orchestrate and cultivate an ecosystem of innovation in the US on state and federal level that seamlessly incorporates US government funded opportunities for Bell Labs to accelerate our research strategy. This role will be crucial to growing Bell Labs visibility and reputation as a technology leader in the US-based innovation ecosystem and increasing Bell Labs external funding in the US.


  • Navigate and secure government grants and funding opportunities, aligning them with Bell Labs strategic goals. Manage a visible pipeline of opportunities including clear actions, owners and timelines.
  • Lead and participate in cross-functional teams that include members from Bell Labs, legal, operations, government affairs and BG (including Nokia Federal Systems) business development to ensure a holistic approach to developing new funded opportunities for Bell Labs.
  • Lead the program management of new opportunities with US Government Affairs and Nokia Federal Systems to accelerate the Bell Labs opportunity pipeline on state and federal level.
  • Build and maintain a network of partnerships with key US government institutions and serve as a direct liaison between Bell Labs and its external funding stakeholders on state and federal level.
  • Develop a strategy with Bell Labs leadership to grow Bell Labs direct visibility with US government making Bell Labs visible as trusted advisor and improving Bell Labs brand recognition.
  • Represent Bell Labs in external forums, conferences, and workshops to advocate Bell Labs technology leadership in areas aligned with Bell Labs strategy.
  • Create and deliver content based on Bell Labs strategy in response to opportunities, presentation and other meeting requests.


  • Strong technology related background (eg Masters or Ph.D. in Engineering, Computer Science, or related).
  • Strong commercial background, MBA is a plus.
  • Experience in technology and/or operational program leadership and with a proven track record of delivering impactful, high-quality results.
  • A holistic understanding of, and experience operating at, the intersection of business, policy, and technology commercialization.
  • Excellent negotiation and relationship-building skills, with the ability to create and manage complex agreements and collaborations.
  • Demonstrated experience in establishing and managing partnerships with government and/or research institutions.
  • Proven track record in navigating and securing government grants and funding globally in the technology sector.
